Gets the kept form of every event of every call in its scope, in order.
A function is called soon after each event is made, never on the call's
own turn (from a queue drained between the call's steps; an observer that
returns a promise is not awaited); an object with postMessage (a
Worker, a MessagePort, a BroadcastChannel) is posted each event, so
it handles them on another thread. Each observer gets its own copy, from
its own queue, with its share of the time given to observers: one that is
slow falls behind alone. One that throws or rejects is warned about once
and given no more events; one that falls more than 10,000 events behind
loses events (it then sees a gap in after).
