A call whose required journal did not answer about its end raises a
functai_journal_error with code journal-end and journal = "unknown";
settle() reads the journal: "kept" (the log holds that end),
"another-end" (another writer ended the log: the outcome was not kept),
or "not-kept" (the log is unfinished; final only once the caller has
claimed the log).
